Howard, (professional qualification certificate No.：091206119617）, is a practicing lawyer and also a doctor. He is a member of the Communist Party of China. He is a B.M. as well as a LLB. He graduated from the postgraduate class of senior Party and government cadres in Shanghai Jiao Tong University.
